Background Strategically important, Gibraltar was ceded to Great Britain by Spain in the 1713 Treaty of Utrecht; the British garrison was formally declared a colony in 1830. In a 1967 referendum, Gibraltarians ignored Spanish pressure and voted overwhelmingly to remain a British dependency. The Paracel Islands are surrounded by productive fishing grounds and by potential oil and gas reserves. In 1932, French Indochina annexed the islands and set up a weather station on Pattle Island; maintenance was continued by its successor, Vietnam. China has occupied the Paracel Islands since 1974, when its troops seized a South Vietnamese garrison occupying the western islands. The islands are claimed by Taiwan and Vietnam.

The British military presence has been sharply reduced and now contributes about 11% to the local economy.
